Bali preparedness for UNFCCC
Regarding the upcoming United Nation Framework Conference on Climate Change (UNFCCC) occasion in Bali, some preliminary meetings with related parties have taken place since April 2007.
On April 16, President Susilo Bambang Yudhoyono signed the draft on the establishment of national committee for the UNFCCC conference. On May, there has been an occasion of working lunch with ambassadors, donors and other related parties. Beside Environment Ministry, other ministries involve in the national committee for the conference will include People’s Welfare, Foreign Affairs, Forestry, Energy and Mineral Resources, Agriculture, Research and Technology, and Finance.
Since some participant countries have already had their reservation in Bali, on May 2, a coordination meeting has been held and participated by hotel managements in Bali, aiming to secure well service to maintain Indonesia’s good image.
Fund for the preparation of the upcoming UNFCCC conference in Bali derives from state budget 2007, costing around Rp5 billion. As for the main occasion of COP-13/MOP-3 UNFCCC to be held on December 3-14, it was proposed at Rp136 billion. Fund needed mostly to cover expenses on UNFCCC secretariat, meeting room, equipment, simultaneous interpretation system, accommodation, social and cultural activities, consumption, transportation, services (medical, security, hospitality, media and public relation), and also communication tools.
Besides from the state budget 2007, fund is expected to derive from donor institutions or other countries. So far, parties who already stated their support are ADB with US$ 200,000 and Norwegia with US$ 500,000, planned for expenses of Pre-COP UNFCCC meeting in Bogor in October. Other parties including World Bank, Australia, Denmark, Great Britain, Holland, Japan, and Germany have given their commitment to support, but still require assessment on the financing system and its administration procedures.
Some activities ahead of COP-13/MOP-3 have also taken place in Bali, and others are scheduled to be conducted nearing the conference. Here is the summary:

- Thirteenth session of the Conference of the Parties (COP 13)
- Third session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 3)
- Twenty-seven session of the Subsidiary Body for Scientific and TechnologicalAdvice (SBSTA 2 7)
- Twenty-seventh session of the Subsidiary Body for Implementation (SBI 2 7)
