Attending UN World Climate Change Conference?

Nusa Dua Resort in Bali will be hosting no less than 10,000 people by the end of this year. The 10,000 people are participants who will attend United Nations Framework Convention on Climate Change (UNFCCC) due to be held on December 3-14, 2007. The huge sum is amounted from 2,000 members of UN official delegation from 189 countries, 2,000 participants from the media and 6,000 others are general participants such as members of society, scholars, companies, etc.

Based on an information note issued by the Executive Secretary of UNFCCC on February 13, 2007, Indonesia is officially appointed to be the host of the upcoming thirteenth session of Conference of the Parties (COP 13) for UNFCCC and the third Meeting of the Parties (MOP 3) for Kyoto Protocol. During January 23-29, the Secretary had previously conducted a review on the country’s preparedness.

Kyoto Protocol is an international agreement to conduct UNFCCC, which was adopted during the third COP in Kyoto, Japan, on December 11, ten years ago. By February 16, 2005, the protocol began its enforcement. Data released by UNFCCC showed that, by June 2007, Kyoto Protocol has been signed by 172 countries. Indonesia ratified UNFCCC through Law No. 6/1994. The country signed the Kyoto protocol on June 29, 1998, and ratified it on December 4, 2004 through Law No. 17/1998. Valid since March 21, 1994, UNFCCC is taken as an international political commitment.

UNFCCC contains noble aim of sustainable development particularly on global climate. Its main goal is to stabilize the concentration a certain level of glass house gas emission caused by climate-endangering human activities. To date, deforestation occurred in developing countries has released 1,700 million tons of CO2 per year, or fourth of total world’s glass house gas emission. The number is far too dangerous compared to effort being done to absorb carbonate through aforestation and reforestation, which resulted a mere 30 million tons per year.

Concerning the problem, Indonesia has planned to urge on four important issues to be brought during UNFCCC. These will include:

  1. Implementation of program on climate change adaptation.
  2. Reducing Emission from Deforestation in Developing Country (REDD).
  3. Transfer of technology.
  4. Sustainability of commitment to implement CDM in Kyoto Protocol.
